Project Description:

The Fox Hagerstown team performed all site survey, engineering and subdivision services for Brookfield Subdivision, Berkeley County, West Virginia. Brookfield is a 496-unit mixed use residential community on 396 acres just off Broad Lane (Route 11/2) near Marlowe.

Design of this community was challenged with protecting and preserving a multitude of environmental features such as, forested steep slopes, several streams, non-tidal wetlands and the Potomac River Floodplain. Other than several stream crossings for roads and utilities, the site environment features were preserved and utilized to create an open and aesthetically pleasing site design. These features included placement of permanent protective easements on over 100 acres of the forested steep slopes and creation of a large recreational park and company facility in the floodplain of the Potomac.

Fox provided all civil engineering, surveying and subdivision services for construction of Brookfield. Preparing all necessary agency review packages, submitted plans and plats to Berkeley County P.S.W.D., Berkeley County P.S.S.D., Berkeley County Planning, Berkeley County Engineering, West Virginia Division of Highways and West Virginia D.E.P. West Virginia D.E.P.  Approvals included water and sewer construction permits in addition to the Groundwater Protection Plan (GPP) and the NOI NPDES permits.

Fox obtained permits from Winchester and Western Railroad for a sewer main bore crossing and from the U.S. Army Corps of Engineers (Pittsburgh) for construction in the 100-Year floodplain as well as the roadway and utility stream crossing.

• 2,700 Linear Feet of Boulevard Entrance Road
• Coordination with the Mechanical / Electric Engineer for the design of six sanitary sewer pump stations.
• Coordination of removal of an existing sewer treatment plant in an adjoining community.
• Wetland Delineation and mitigation design.

Location: Hagerstown, Maryland

Project Description:

• This project included all planning, engineering and surveying services for a prestigious, 105 unit apartment complex in the mixed use Collegiate Acres residential subdivision in the City of Hagerstown.

• Fox & Associates, Inc. performed all site layout, land planning, preparation of multiple concept plans, preparation of engineered site plans including grading, drainage, sediment control, utility distribution and landscape architecture. Plans were submitted and reviewed by all appropriate agencies and approved by the City Planning Commission.

Location: Washington County, Maryland

Project Description:

Elmwood Farms is an upscale Single Family community located on Route 68 near Williamsport in Washington County, Maryland. This project presented Fox with some design challenges related to State and County highway improvements as well as environmentally sensitive design related to floodplain and wetlands.

Site Considerations:

The placement of one of the four planned stormwater management facilities was located in a mapped FEMA / FIRM one hundred year floodplain. For construction to occur, Fox was required to obtain MDE / ACOE permits, a Condition Letter of Map Revision (C.L.O.M.R.) from FEMA as well as special approvals from Washington County to obtain compliance with the Washington County Sensitive Area Ordinance. Non-Tidal Wetlands located on site were placed in open space with no disturbance proposed. Fox prepared all necessary floodplain studies and reports necessary to obtain the above referenced approvals.

In addition, Fox prepared all subdivision plats and construction documents for construction of the community. The construction documents included application to the Maryland State Highway Access permits office for construction of the community’s main entrance onto Route 68. This design included signage, striping and traffic control plans as well as a major watermain extension along Route 68 to the site. Also included were plans for minor road widening, vertical alignment improvements and required easements for Kendle Road.

Location: Marsh Pike
Hagerstown, MD

Project Description:

• Design and permit services to construct a three phase single family development
• Prepare improvement plans to the abutting Marsh Pike right-of-way, providing for decel accel, and bypass lanes for the two entrances

• Phased planning and engineering design allowed client flexibly to market and sell various home styles

Location: Berkley County
Martinsburg, WVA

Project Description:

• Prepared concept, design drawings and permit applications for a US Bureau of Alcohol, Tobacco & Firearms (BATF) administrative building, a community with a mix of 201 single-family homes, 80 townhouses and 128 one-story villas, swimming pool and tennis courts and a vast amount of open space park areas. Included commercial uses to compliment the development.
• Prepared phased preliminary and final subdivision and infrastructure plans for the residential and the commercial development.
• Performed boundary survey and located horizontal and vertical control for photogrammetry

• Designed two regional stormwater management facilities to improve land use opportunities.
• Prepared topographic surveysand construction plans of a 6-mile route for the sewer effluent and improvement plans for Route 901, and construction plans for off site water line extensions at two locations

Project Description:

• Performed site surveys, site planning, engineering and construction stakeout necessary to complete the preliminary and final site and improvement plans for a 50-lot single family estate subdivision
• Provided the state mandated design of improvements and widening to WVA Rt. 4 & Rt. 1
• Performed construction layout of the streets and sewer lines for the contractor, final lot stakeout and as-built surveys of the water and sewer line. Prepared utility easement plats and descriptions

Special Site / Design Considerations:

• Designed a gravity system, including a pump station, to address the sewer needs of the project. The plans also included water and natural gas distribution to the project’s homesites.
