Location: Hagerstown, Maryland

Project Description:

Rider Jet Center is a 25,500 S.F. expansion of the existing Hangar and Aircraft Maintenance Facility. The expansion provides 19,500 S.F of office space for Rider’s Fixed Base Operations and a 6,000 restaurant and lounge for airport users and the general public.  The Fox Hagerstown team provided all survey, planning and engineering design services for construction of Rider Jet Center. We incorporated coordination with the developer and the architectural design team , the traffic engineers, and Washington County, Maryland staff throughout the design and construction. This project also required close correspondence with Mr. David Rider and airport officials.

Site Considerations:

• Coordination with airport officials and the Maryland State Highway Administration to obtain plan approval.
• Site design was also subject to FAA regulations due the proximity of Hagerstown Regional Airport (HGR); particularly the review of direct aircraft access and airspace restrictions for Runway 2/20.
• Processing of plans through Washington County Division of Plan Review and Permitting as well as the following review agencies: Washington County Health Department, Washington County Division of Environmental Management, City of Hagerstown Water Department, and the Natural Resource Conservation Services (NRCS).

Location: Frederick City, Maryland

Project Description:

The Frederick Fox office teamed with Callas Construction and Helbing Lipp, Ltd. to develop the final site plan and improvement plans for the 550 space parking deck located on East Patrick East Street in the corporate limits of Frederick, MD. The proposed parking lot consisted of 550 parking spaces and access drives from East Patrick and North Market Street’s.

Consulting services consisted of preparation of boundary and topographic survey, final site plan for planning commission review and site engineering. The design included access and circulation, storm drainage facilities, water and sewer service connections, curb & gutter, sidewalk, landscaping and lighting improvements.

Special Site / Design Considerations:

The location of the parking deck created some unique design challenges. The parking deck is situated immediately adjacent to the existing historic structures adjacent to East Patrick Street to the north and North Market Street to the west and the Carroll Creek Flood Control Project to the south and required precise location of the adjoining buildings and coordination of the proposed building placement.

Access and circulation were critical to the function of the parking deck. Coordination with the Carroll Creek Project was essential to plan for future pedestrian access to the parking deck. The relative elevation to the Carroll Creek Flood Control conduit required a storm drain pump station.

Topographic conditions as well as the presence of existing utilities created significant site development challenges. Access to the existing business’s immediately adjacent to the project could not be interrupted and was maintained throughout the duration of the construction.

Location: Frederick County, Maryland

Project Description:

• Tuscarora High School is a new 1,200 seat facility located on Ballenger Creek Pike in Frederick, Maryland. This project included athletic fields for all High School sports, parking and access design as well as a storm water management bio-retention facility. The storm water facility was designed by Fox to include pedestrian access so that this facility could be incorporated into the Science and Biology curriculum at the High School. This project included relocation of a major State Highway (Route 351). Fox worked closely with the highway engineering consultant in order to coordinate access and utility designs as well as required highway construction easements. Fox worked as a Sub-Contractor of Grimm and Parker, who led the complete Architectural and Engineer design team.

• Our project manager worked closely with the design team from the initial sketch plan phase through final site construction and punch-list inspection. FCPS retained the services of a construction management consultant for the project. Fox provided support to the construction manager throughout the design and construction of Tuscarora High School. Our construction services included contract document preparation cost estimating, bidding assistance, answering R.F.I.’s, attendance at progress meetings and the final punch-list inspection.
• The school underwent a 400 seat expansion to 1,600 total seats in 2005. Fox provided complete civil design and construction administration for the expansion as well.

Project Description:

• Provided complete Site Planning and Engineering services for an $ 18.1 million dollar, 63,000 sq. ft. office building and 6,000 sq. ft. vehicle maintenance building for the combined use of the MD State Police, Frederick Co. Police and Frederick Co. 911. Extensive project coordination/management with the owner, architect, review agencies and utility companies throughout design and construction.

Site Considerations:

• Effectively designed segregated visitor and employee parking areas necessary for proper security, car, van and bus circulation, and fleet refueling. Successfully negotiated the approval of a communications tower with the Board of Zoning Approval. Designed and permitted a large, cost-effective stormwater management facility. Developed construction drawings, cost estimates, technical specifications, and provided bidding and construction administration services.

Project Description:

Springhill Suites by Marriott is a 104 room hotel located on Valley Mall Road near Hagerstown, Maryland.

The Fox Hagerstown team provided all survey, planning and engineering services for construction of Springhill Suites by Marriott. We provided close coordination with the developer and the architectural design team , the traffic engineers, and Washington County, Maryland staff throughout the design and construction. This project also required close correspondence with the development of the Courtyard Hotel and Stonewall Tavern sites immediately adjacent to Springhill Suites.

Site Considerations:

• Coordination with Washington County and the traffic engineer for design and county approval of a traffic signal at the intersection of Valley Mail Road and Underpass Way.
• Processing of plans through Washington County Division of Plan Review and Permitting as well as the following review agencies: Washington County Health Department, Washington County Division of Environmental Management, City of Hagerstown Water Department, and the Natural Resource Conservation Services (NRCS).
• Obtaining review and approval from Washington County, the MD State Highway Administration, and the Federal Highway Administration for the construction of a 90′ high free-standing message board sign.
• Special design considerations included design of a 12″ water main from underpass way to the site to enhance water service redundancy in the Valley Mall area.
