Mr. Mazelon, with over 32 years experience in civil engineering has served as Project Manager for numerous public and private improvement projects as well as extensive private land development experience located in Maryland and West Virginia. His experience includes expert testimony and professional consultation for site plan approvals and zoning issues related to residential developments, as well as commercial and light industrial projects.
Gordon S. Poffenberger, P.E., Director of Engineering, Corporate Secretary*
Mr. Poffenberger is a registered professional engineer in Maryland, West Virginia and North Carolina and currently serves as Corporate Secretary. He has over 27 years of experience in civil engineering for numerous public improvement projects, including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience including residential subdivisions and commercial/industrial site plans. Mr. Poffenberger has experience with detailed hydrologic studies including floodplain modeling for CLOMR applications. His background also includes expert testimony and professional consultation for plan approvals, public hearings, zoning variances and rezoning cases. Prior to joining Fox in 1997, Mr. Poffenberger was a design engineer for the City of Hagerstown, Maryland responsible for design of many various capital improvement projects.
George E. Nagel, P.L.S., Director of Surveys* (Hagerstown)
Mr. Nagel is a registered Professional Land Surveyor licensed in Maryland, Pennsylvania, West Virginia, Virginia, Delaware and the District of Columbia. Prior to joining Fox & Associates, Inc., he was the President of George E. Nagel & Associates, Inc. which he founded in 2002. He joins our team with over 33 years of experience in all aspects of land surveying for utility extensions, commercial, institutional, and residential land development including boundary, topographic, ALTA, and GPS surveys as well as construction stakeout services.
Joseph H. Ceci, P.E., Vice President (Frederick)*
Mr. Ceci has over 24 years of extensive experience in civil engineering for numerous municipal roadway projects, water and sewer projects, natural gas pipelines, residential subdivision projects, as well as, institutional and commercial projects. His experience provides clients with high quality designs that are economical and efficient. Mr. Ceci’s relevant experience includes stormwater management, grading, erosion and sediment control, sanitary sewer, water main, sanitary and stormwater pump stations and roadway design along with experience in regulatory permitting for waterways, floodplains and non-tidal wetlands. Additionally, he has extensive experience within the City of Frederick and Frederick County, where he has developed an excellent working relationship with the Local and State review agencies personnel.
James A. Zanelli, L.S., Vice President, Director of Surveys (Frederick)*
Mr. Zanelli is a Maryland registered professional land surveyor. His 32 years of experience includes a variety of experience with boundary surveys, topographic surveys, aerial surveys, GPS surveys, construction surveys, ALTA surveys and as-built surveys. His experience with both field and office environments has given him the understanding to define tasks for efficient project management.
Stephen C. Cvijanovich, Senior Project Manager
Mr. Cvijanovich, Senior Project Manager, brings to our firm over 32 years of extensive experience in civil engineering and land development. Mr. Cvijanovich has served as Project Manager for numerous residential, commercial, and municipal projects in the tri-state area. Mr. Cvijanovich has extensive experience in stormwater management plan development and hydrologic/hydraulic modeling. His work experience as includes providing expert testimony, presenting special exception and variance requests to various Boards of Appeals, and presentation of projects at numerous public hearings in many jurisdictions. Mr. Cvijanovich also has extensive experience in Local, State, and Federal permitting requirements in multiple jurisdictions within the tri-state area.
Ross E. Lillard, R.L.A., Planning Director (Frederick)
Mr. Lillard, Registered Landscape Architect, has over 40 years experience in site planning and landscape design for; institutional facilities, public schools, office buildings, multi-use commercial developments, shopping centers, industrial parks, church sites, senior housing, residential subdivisions, day camps, and day care facilities. His experience also includes the design of landscaping for street tree installation in coordination with overhead and buried utilities and drainage facilities. Mr. Lillard has extensive experience in preparation of forest stand delineation and forest conservation plans for compliance with the Maryland Forest Conservation regulations.

Ms. Moore has over 34 years experience in the industry. Prior to joining Fox & Associates, Inc. she was the Vice President of Thomas, Moore & Associates, Inc., a land surveying, civil engineering firm she co-founded in 1987. She also served as Zoning Administrator of the Town of Boonsboro where she was instrumental in the update of the Town’s Zoning Ordinance, Subdivision Ordinance and Comprehensive Re-zoning Plan.
Timothy G. Witter, P.L.S., Branch Office Manager (Greencastle)
Mr. Witter is a registered professional land surveyor in Pennsylvania, Maryland and West Virginia. Prior to joining Fox & Associates, Inc., he was the president of Shelly & Witter, Inc. a full service land surveying company located in Greencastle, Pennsylvania, that he co-founded in 1992. Mr. Witter graduated from Pennsylvania State University in 1978 with a degree in Engineering/Surveying Technology, focusing on Professional Land Surveying. He joins the Fox & Associates, Inc. team with over 39 years of experience for residential and commercial sites in boundary and subdivision surveys, topographic surveys, construction stakeout, land title surveys, land development plans, and GPS surveys.
Travis J. Herrold, E.I.T, S.E.O., Survey Crew Chief/Technician/CAD Technician (Greencastle)
Mr. Herrold brings with over 21 years of experience as a survey crew chief and survey technician to our team. Mr. Herrold graduated from Pennsylvania State University in 1996 with a degree in Agricultural Engineering; in addition, he is a licensed Sewage Enforcement Officer in the state of Pennsylvania. Soon after graduating, he joined Shelly & Witter, Inc. a full service land surveying company located in Greencastle, Pennsylvania. Mr. Herrold brings field experience for residential and commercial sites in boundary surveys, subdivision and land development surveys, topographic surveys, and ACSM/ALTA title surveys. He has also worked extensively on construction stakeout and performing as-built surveys in the field and preparing as-built certification drawings in the office for landfill sites.

Mr. Oliver who now joins Fox & Associates, Inc. is a licensed Property Line Surveyor within the state of Maryland since 1987. Graduating from Pennsylvania State University/Mont Alto in 1975 with a degree in Engineering in Surveying Technology, he now has accumulated over forty years of experience in Land Surveying, traveling and working extensively and continuously in the Tri-State area of Maryland, Pennsylvania, and West Virginia. Joining Shelly & Witter, Inc. in 2005, his experiences in both field and office surveys includes boundary and subdivision surveys, Land Title/ALTA surveys, construction site layout and topographic mapping surveys, among other areas of expertise.
