Mr. Mazelon, with over 39 years experience in civil engineering, has served as Project Manager for numerous public and private improvement projects as well as extensive private land development experience located in Maryland and West Virginia. His experience includes expert testimony and professional consultation for site plan approvals and zoning issues related to residential developments, as well as commercial and light industrial projects.
Gordon S. Poffenberger, P.E.
Mr. Poffenberger is a registered professional engineer in Maryland, West Virginia, and North Carolina. He currently serves as Vice President, Director of Engineering, and Corporate Secretary, and has over 28 years of experience in civil engineering. He’s worked on numerous public improvement projects including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience for residential subdivisions and commercial/industrial site plans, as well as experience with detailed hydrologic studies including floodplain modeling for CLOMR applications. His background also includes expert testimony and professional consultation for plan approvals, public hearings, zoning variances and rezoning cases. Prior to joining Fox in 1997, Mr. Poffenberger was a design engineer for the City of Hagerstown, Maryland, responsible for the design of many various capital improvement projects.
George E. Nagel, P.L.S.
Mr. Nagel is a registered Professional Land Surveyor licensed in Maryland, Pennsylvania, West Virginia, Virginia, Delaware and the District of Columbia. He is a Vice President and Director of Surveys in our Hagerstown location. Prior to joining Fox, he was President of George E. Nagel & Associates, Inc., which he founded in 2002. He joins our team bringing over 39 years of experience in all aspects of land surveying for utility extensions, commercial, institutional, and residential land development including boundary, topographic, ALTA, and GPS surveys as well as construction stakeout services.
Joseph H. Ceci, P.E.
Mr. Ceci has over 29 years of extensive experience in civil engineering for numerous municipal roadway projects, water and sewer projects, natural gas pipelines, residential subdivision projects, institutional and commercial projects. His experience provides clients with high quality designs that are economical and efficient. His areas of expertise include stormwater management, grading, erosion and sediment control, sanitary sewer, water main, sanitary and stormwater pump stations and roadway design along with experience in regulatory permitting for waterways, floodplains, non-tidal wetlands, as well as overseeing the preparation of construction documents and technical specifications, and coordination with sub-contractors. Additionally, he has in-depth knowledge within the City of Frederick, Town of Emmitsburg, and Frederick County, where he has developed an excellent working relationship with the Local and State review agencies personnel.
James A. Zanelli, P.L.S.
Mr. Zanelli is a Maryland registered professional land surveyor, and has over 34 years of experience in his field. He specializes in boundary surveys, topographic surveys, aerial surveys, GPS surveys, construction surveys, ALTA surveys and as-built surveys. His experience with both field and office environments has given him the understanding to define tasks for project management, with efficient collection and processing of data to support many of Fox’s major engineering projects.
Stephen C. Cvijanovich, P.E.
Mr. Cvijanovich has over 39 years of extensive experience to Fox in civil engineering and land development. Mr. Cvijanovich has served as Project Manager for numerous residential, commercial, and municipal projects in the tri-state area, and has in-depth experience with stormwater management plan development and hydrologic/hydraulic modeling. His other work experience includes providing expert testimony, presenting special exception and variance requests to various boards of appeals, presentation of projects at numerous public hearings in many jurisdictions, and in local, state, and federal permitting requirements in multiple jurisdictions within the tri-state area.
