William E. Fox, R.L.S, President
Mr. Fox co-founded Fox & Associates in June of 1966. Although he retired after a career spanning more than forty years in the surveying and engineering business; he remains licensed in MD, PA, and WV
and he serves as our Corporate President. Fox & Associates continues to benefit from his management and technical consultation services.
*Willis E. Weikert, Exec VP, Director of Finance and Administration
Mr. Weikert has been with Fox & Associates for over 41 years and has been responsible for much of the land planning and most of the conceptual designs for the commercial and residential projects performed by Fox. He is responsible for the implementation of the automated Financial Management System (FMS) currently in use by Fox & Associates that allows analysis and control of corporate finances, project budgets, project activity and project status.
*Russell E. Townsley, R.P.L.S., Secretary Treasurer / Chief of Surveys
Mr. Russell Townsley, with over 34 years of experience in surveying, has served as Principal in Charge of surveying operations at Fox & Associates, Inc. for the past 16 years. His experience also includes expert testimony and professional consultation for subdivision approvals, and zoning issues related to residential, industrial and commercial development.
*Michael H. Shifler, P.E., Vice President / Director of Engineering
Michael H. Shifler, P.E. is a registered professional engineer in; Maryland, Virginia, West Virginia, Pennsylvania, and North Carolina. He has been with Fox & Associates, Inc. for over 25 years, and has over 29 years of experience in civil engineering for numerous public improvement projects, including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience. His background also includes expert testimony and professional consultation for approvals, and zoning issues related to residential development, commercial sites, industrial sites, and public improvement projects.
*John E. Mazelon, Vice President, Office Manager (Frederick)
Mr. Mazelon, with over 23 years experience in civil engineering has served as Project Manager for numerous public and private improvement projects as well as extensive private land development experience located in Maryland and West Virginia. His experience includes expert testimony and professional consultation for site plan approvals and zoning issues related to residential developments, as well as commercial and light industrial projects.
*Richard B. Brill, Senior Project Manager
Mr. Brill has been with Fox & Associates, Inc. for 34 years and has 44 years of experience in the civil engineer profession. He has served as Project Manager for numerous residential subdivisions and Commercial/Industrial Site Plans in Maryland, West Virginia, and Pennsylvania. He has also represented clients at public hearings for plan approval and zoning variances.
Nancy L. Moore, Office Manager
Ms. Moore has over 23 years experience in the industry. She joined Fox after 17 years as a former co-owner of a land surveying, civil engineering firm in Frederick and a past Zoning Administrator of the Town of Boonsboro where she was instrumental in the update of the Town’s Zoning Ordinance, Subdivision Ordinance and Comprehensive Re-zoning Plan.
Gordon S. Poffenberger, P.E., Project Manager
Mr. Poffenberger is a registered professional engineer in Maryland, and North Carolina. He has over 17 years of experience in civil engineering for numerous public improvement projects, including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience including residential subdivisions and commercial/industrial site plans. His background also includes expert testimony and professional consultation for plan approvals, public hearings, zoning variances and rezoning cases.
Joseph H. Ceci, P.E., Project Manager (Frederick)
Mr. Ceci is a registered professional engineer in Maryland and West Virginia where he has over 12 years of extensive experience in civil engineering for numerous residential, commercial and municipal projects. Prior to joining Fox & Associates, Inc. his experience included three years with the City of Rome, New York as an engineer for public drainage, water, sewer and roadway projects. His experience with Fox & Associates, Inc. includes the design of several large-scale residential subdivision projects, numerous municipal water and sewer projects, institutional and commercial projects. His relevant experience includes projects located within the City of Frederick, Frederick County and Town of Emmitsburg where he has developed an excellent working relationship with the Local and State review agencies personnel. His overall experience includes all regulatory permitting for work located within regulated waterways, floodplains and non-tidal wetlands.
William M. Orsinger, L.S. Survey Director (Frederick)
Mr. Orsinger is a Maryland registered professional land surveyor. His 23 years of experience includes a variety of experience with boundary surveys, topographic surveys, aerial surveys, GPS surveys, construction surveys, ALTA surveys and as-built surveys. His experience with both field and office environments has given him the understanding to define tasks for efficient project management.
Ross E. Lillard, R.L.A., Planning Director (Frederick)
Mr. Ross E. Lillard, R.L.A., has over 30 years experience in site planning and landscape design for; institutional facilities, public schools, office buildings, multi-use commercial developments, shopping centers, industrial parks, church sites, senior housing, residential subdivisions, day camps, and day care facilities. His experience also includes the design of landscaping for street tree installation in coordination with overhead and buried utilities and drainage facilities. Mr. Lillard has extensive experience in preparation of forest stand delineation and forest conservation plans for compliance with the Maryland Forest Conservation regulations.
Michael F. Battern, E.I.T., Project Manager
Mr. Battern has over 13 years of experience in civil engineering for numerous residential, commercial, and industrial land development projects. Responsibilities include site design and project management for various projects including residential subdivisions, multi-use commercial and industrial developments, and highway improvements. His experience also includes expert testimony and professional consultation for site plan approvals, public hearings, and zoning variances.
Ron P. Smith, Project Manager (Frederick)
Mr. Smith has over 19 years of experience in civil engineering in Maryland, Virginia, and West Virginia, for numerous residential subdivisions, highway improvements, public schools, office buildings, as well as commercial and industrial land development projects. His experience includes site design, stormwater management, sewer, grading, and coordination with public and privateutility companies.
Jason L. Fritz, Project Manager
Mr. Fritz has over 8 years of experience in civil engineering for numerous residential and commercial land development projects. His experience includes design of water, sewer, grading, stormdrain, stormwater management, and parking facilities. During the past two years he has successfully managed a number of projects through the design and agency approval process.
Chad R. Cadieux, Environmental Specialist
Mr. Cadieux has over 7 years of experience in environmental engineering. He is approved by the Maryland Department of Natural Resources as a Qualified Professional in Forest Conservation service. He also has extensive experience in non-tidal wetland delineation and permitting services.
