Michael H. Shifler, P.E. is a registered professional engineer in; Maryland, Virginia, West Virginia, Pennsylvania, and North Carolina. He has been with Fox & Associates, Inc. for over 32 years, and has over 36 years of experience in civil engineering for numerous public improvement projects, including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience. His background also includes expert testimony and professional consultation for approvals, and zoning issues related to residential development, commercial sites, industrial sites, and public improvement projects.
John E. Mazelon, Vice President, Office Manager (Frederick)*
Mr. Mazelon, with over 28 years experience in civil engineering has served as Project Manager for numerous public and private improvement projects as well as extensive private land development experience located in Maryland and West Virginia. His experience includes expert testimony and professional consultation for site plan approvals and zoning issues related to residential developments, as well as commercial and light industrial projects.
Gordon S. Poffenberger, P.E., Director of Engineering, Corporate Secretary*
Mr. Poffenberger is a registered professional engineer in Maryland, West Virginia and North Carolina and currently serves as Corporate Secretary. He has over 23 years of experience in civil engineering for numerous public improvement projects, including institutional facilities, public schools, highways and utilities, as well as extensive private land development experience including residential subdivisions and commercial/industrial site plans. Mr. Poffenberger has experience with detailed hydrologic studies including floodplain modeling for CLOMR applications. His background also includes expert testimony and professional consultation for plan approvals, public hearings, zoning variances and rezoning cases. Prior to joining Fox in 1997, Mr. Poffenberger was a design engineer for the City of Hagerstown, Maryland responsible for design of many various capital improvement projects.
Russell E. Townsley, R.P.L.S., Treasurer / Chief of Surveys
Mr. Russell Townsley, with over 42 years of experience in surveying, has served as Principal in Charge of surveying operations at Fox & Associates, Inc. for the past 22 years. His experience also includes expert testimony and professional consultation for subdivision approvals, and zoning issues related to residential, industrial and commercial development.
Joseph H. Ceci, P.E., Vice President (Frederick)*
Mr. Ceci has over twenty years of extensive experience in civil engineering for numerous municipal roadway projects, water and sewer projects, natural gas pipelines, residential subdivision projects, as well as, institutional and commercial projects. His experience provides clients with high quality designs that are economical and efficient. Mr. Ceci’s relevant experience includes stormwater management, grading, erosion and sediment control, sanitary sewer, water main, sanitary and stormwater pump stations and roadway design along with experience in regulatory permitting for waterways, floodplains and non-tidal wetlands. Additionally, he has extensive experience within the City of Frederick and Frederick County, where he has developed an excellent working relationship with the Local and State review agencies personnel.
James A. Zanelli, L.S., Vice President, Survey Director (Frederick)*
Mr. Zanelli is a Maryland registered professional land surveyor. His 28 years of experience includes a variety of experience with boundary surveys, topographic surveys, aerial surveys, GPS surveys, construction surveys, ALTA surveys and as-built surveys. His experience with both field and office environments has given him the understanding to define tasks for efficient project management.
Stephen C. Cvijanovich, Senior Project Manager
Fox and Associates, Inc. is pleased to announce that Stephen C. Cvijanovich has joined the firm as a Senior Project Manager. Mr. Cvijanovich brings to our firm over 29 years of extensive experience in civil engineering and land development. Mr. Cvijanovich has served as Project Manager for numerous residential, commercial, and municipal projects in the tri-state area. Mr. Cvijanovich has extensive experience in stormwater management plan development and hydrologic/hydraulic modeling. His work experience as includes providing expert testimony, presenting special exception and variance requests to various Boards of Appeals, and presentation of projects at numerous public hearings in many jurisdictions. Mr. Cvijanovich also has extensive experience in Local, State, and Federal permitting requirements in multiple jurisdictions within the tri-state area.
William C. Pompeii, R.L.A., Project Manager (Hagerstown)
Fox & Associates, Inc. is pleased to announce that Mr. William C. Pompeii II, R.L.A. has joined our firm as a Project Manager. Mr. Pompeii brings to our team over 14 years of environmental and civil engineering experience. He has over 9 years of project management experience for small and large scale land development projects throughout the tri-state area. He is a registered landscape architect in Maryland, Pennsylvania, and Virginia. His relevant experience includes projects located in Washington County and Hagerstown, MD, Berkeley County, WV and numerous jurisdictions in Pennsylvania.
Ross E. Lillard, R.L.A., Planning Director (Frederick)
Mr. Ross E. Lillard, R.L.A., has over 36 years experience in site planning and landscape design for; institutional facilities, public schools, office buildings, multi-use commercial developments, shopping centers, industrial parks, church sites, senior housing, residential subdivisions, day camps, and day care facilities. His experience also includes the design of landscaping for street tree installation in coordination with overhead and buried utilities and drainage facilities. Mr. Lillard has extensive experience in preparation of forest stand delineation and forest conservation plans for compliance with the Maryland Forest Conservation regulations.
Michael F. Battern, P.E., Senior Project Manager
Mr. Battern is a registered professional engineer in the state of Maryland. He has over 19 years of experience in civil engineering for numerous private land development projects and public improvement projects in Maryland, West Virginia, and Pennsylvania. His work experience includes overall site design, regulatory permitting, and project management for a wide range of development projects including residential subdivisions, multi-use commercial and industrial developments, public utilities, and highway improvements. He has provided client representation and professional consultation for site development plan approvals, public hearings, and zoning variances.
Nancy L. Moore, Office Manager
Ms. Moore has over 30 years experience in the industry. She joined Fox after 17 years as a former co-owner of a land surveying, civil engineering firm in Frederick and a past Zoning Administrator of the Town of Boonsboro where she was instrumental in the update of the Town’s Zoning Ordinance, Subdivision Ordinance and Comprehensive Re-zoning Plan.
